Chuck Mims is a graducate of the University of Louisville, Justice Administration, National Crime Prevention Instutitute. NCPI is part of the Southern Police Institute. Chuck received his training from Mr. John Klotter. John Klotter, while visiting England in 1968 was impressed with by the crime prevention efforts being utilized by their law enforcement officials.This inspired John to found NCPI and he opened the Institute in 1971.

NCPI defines crime prevention as the anticipation, recognition, and appraisal of a crime risk and the initiation of some action to reduce or remove that risk. How do we interpet this definition? First and foremost everyone must anticipate they, their family, their home or their business probably could be the victim of a crime. It is most important to be able to recognize the crime risk, the weakness in the "armour" so to speak. Once a crime risk has been identified the person making that identification needs to be able to appraise the various levels of the associated risk. After appraising the risk the identifier needs to make determinations as to how to either reduce the risk or remove the risk. Reducing or removing the risk is known as target hardening. In other words make it so difficult for the "bad guy" to accomplish their task that they look elsewhere for an easier target.
